This webinar is for ETA grantees that are a part of the One Stop delivery system.  Training and Employment Guidance Letter (TEGL) 17-16 provides guidance on the operating costs of the one-stop delivery system, which are comprised of infrastructure costs and additional costs in accordance with the requirements set forth in the Workforce Innovation and Opportunity Act (WIOA) and its implementing regulations. 


This webinar, a continuation of technical assistance provided by ETA, will focus on the requirements of one-stop partners in making financial contributions towards infrastructure costs and the Infrastructure Funding Agreement.

This webinar is aimed at ETA formula and discretionary program and fiscal leaders, partners, and local workforce boards to engage in interactive dialogue.

The webinar will walk participants step by step through the requirements of Infrastructure Funding Agreements (IFAs), formerly referred to as Resource Sharing Agreements.  IFAs are a mandatory component of the local One Stop Memorandum of Understanding.  Regional and National office staff will go over the requirements of each partner; establishing the timing of the agreements and identifying the allocation of infrastructure costs among one-stop partners as governed by WIOA sec. 121(h), its implementing regulations, and the Federal Cost Principles contained in the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) at 2 CFR part 200. At the end of the webinar there will be an interactive dialogue and Q&A session.
