Training and Employment Guidance Letter TEGL 08-19 - The purpose of this guidance is to identify actions that states can take to meet requirements for training providers, program eligibility, and the state ETP list in WIOA Section 122 and 20 CFR part 680. WIOA and its regulations established the allowable types of training, including both work-based and classroom instruction, with the goal of ensuring provider performance, job-driven training, informed consumer choice, continuous improvement, and cost-effective investment of public funds. This guidance replaces Training and Employment Guidance Letter (TEGL) 41-14, Workforce Innovation and Opportunity Act (WIOA or Opportunity Act) Title I Training Provider Eligibility Transition, and the subsequent TEGL 41-14, Change 1.
Training and Employment Guidance Letter TEGL 3-18 - The purpose of this guidance is to instruct states on performance reporting on ETPs. Under WIOA, all states must collect and report performance information on all individuals and WIOA title I core program participants (of Adult, Dislocated Worker, and Youth programs) served by each program of study on the state list of Eligible Training Providers (ETP list). The requirements for ETP reporting can be found at WIOA section l 16(d)(4) and I 16(d)(6)(B) and in the WIOA Joint and Department of Labor (DOL)-only final rules at 20 CFR 677.230 and 20 CFR 680.490.
Training and Employment Guidance Letter No. 06-17 - This guidance instructs States, territories, and outlying areas regarding the two-year modification requirements, submission process, and deadline for submitting the two-year modifications for the WIOA Unified and Combined State Plans for Program Years (PYs) 2018 and 2019. States must submit a WIOA Unified or Combined State Plan two-year modification to the U.S. Departments of Labor (DOL) and Education (ED) (collectively, Departments) by March 15, 2018.
Training and Employment Guidance Letter No. 27-14, Change 1 - This guidance updates Training and Employment Guidance Letter (TEGL) No. 27-14, Workforce Innovation and Opportunity Act Transition Authority for Immediate Implementation of Governance Provisions, to specify that Concentrated Employment Programs (CEPs) are eligible to request initial and subsequent designation as local areas under WIOA. Additionally, this guidance corrects a typographical error concerning new requests for local area designation.
