Competitive Selection of a One-Stop Operator FAQs
Many in the system are diligently working towards meeting the July 1, 2017 deadline to have a one-stop operator in place as the result of a competitive procurement process, and many more have submitted questions to the U.S. Department of Labor Employment and Training Administration (ETA). As a result of these questions, ETA has produced five new FAQs regarding competitive selection of a one-stop operator and various roles in the one-stop system.
ETA has clarified the roles in which various organizations play in the competitive procurement process and the need for firewalls. Additionally, the need to implement this requirement using a procurement process that promotes and does not deter or restrict competition is essential to implementing this requirement correctly. The use of no funding RFPs is not consistent with the intent of this new requirement as ETA believes it limits competition.
