Implementation of the Worker Profiling and Reemployment Services (WPRS) system, the Reemployment Services (RES) program and the Reemployment Services Assessment (REA) were prominent steps in building a nation-wide reemployment system that responded quickly to the urgent employment needs of unemployment insurance (UI) claimants.
State UI staff, labor exchange counselors and training partners implemented WPRS and RES processes in all states.
Worker Profiling and Reemployment Services
Amendments to the Social Security Act require that UI claimants who are identified through profiling methods as likely to exhaust benefits participate in reemployment services.
Data needed for profiling purposes is collected from claimants during the initial claims and/or work registration process, and entered into a computer database used to profile claimants.
Claimants are either assigned a probability of dislocation through a statistical model process, or additional characteristic screens are used to identify the appropriate claimants.
A list of claimants who are eligible for referral to job search assistance providers is then created by the state's management information system (MIS), and services to these UI claimants are then assigned a higher priority in service delivery.
RES Orientation and Assessment Eligibility Review System
States across the country have been looking at ways to integrate information technology to support the public workforce system's overall shared mission of rapid reemployment.
Utah was an early pioneer in this area by targeting integration and improvement of its WPRS process to promote data sharing and the use of timely labor market information to support UI claimants' job search.

Reemployment Services and Eligibility Assessments
In 2015, states provided Reemployment Services and Eligibility Assessment (RESEA) services to a new population consisting of claimants most likely to exhaust their benefits, and claimants receiving Unemployment Compensation for Ex-service-members (UCX).
In addition, states continued to deploy the WPRS model that targets the most-in-need claimants for service.
